Title XIII features Energy Policy Tax Incentives. Amends the Internal Revenue Code to extend until 2008 the eligibility of certain renewable facilities (i.e., wind, closed and open-loop biomass, geothermal energy, small irrigation power, landfill gas, and trash combustion facilities) for the tax for producing electricity from renewable resources. Increases from five to 10 years the credit period for renewable facilities placed in service after the enactment of this Act. Adds hydropower and Indian coal as qualifying energy resources for purposes of the tax .
