The LIHTC financing course for the advanced profession is a review in detail of a number of technical issues related to developing affordable housing and a discussion of planning ideas for structuring a project to maximize financing and credits for the project. Topics covered include methods of capitalizing interest, proper structuring of developer fee agreements, key elements in partnership agreements, tax treatment of financing costs, allocation of soft costs between asset classes to maximize depreciation, and other key issues. The class is intended to be interactive, with time for questions and in-depth discussions throughout the day.

While all states continued to attract investors for their bond issuances, some housing finance agencies in late summer began to feel the heat from the subprime mortgage crisis. This session’s panelists will look at what 2008 promises for the LIHTC bond market, where the efforts to relax Fannie Mae and Freddie Mac mortgage portfolio caps have led and whether mortgage and residential bond issuances will meet with difficulty in the days, weeks and months to come.
