Montgomery County Schools Land Use Planning
The Montgomery County Public Schools (MCPS) engaged Transwestern Highland and Novogradac to explore the potential to develop MCPS's existing assets through the establishment of a public-private partnership. In order to assess the potential returns from such an arrangement, Novogradac provided information about the current and future conditions of the retail, office and multifamily apartment markets in the area of Rockville, Maryland. The study provided an overview of the economic and demographic conditions and analyzed supply and demand for the Washington metropolitan area, Montgomery County and the specific submarket of Rockville, Maryland. The feasibility study identified both short-term needs as well as long-term prospects for the highly dense areas surrounding MCPS assets.
