Description:
The Housing Authority of the County of Santa Clara (HACSC) has an immediate opening for Affordable Housing Programs Supervisor in the Agency's Real Estate Services Department. The Affordable Housing Programs Supervisor is responsible for planning, organizing, directing, coordinating and supervising the day-to-day activities of staff working in the program eligibility unit within the Real Estate Services Department s Compliance Unit. The Supervisor will assist in the development of policies, procedures, regulations and guidelines used to administer several housing programs.

  • • Bachelor's degree or any combination of experience and training that would likely provide the required knowledge and abilities for this classification. Such experience and training would be equivalent to a Bacherlor s degree in Social or Behavioral Sciences, Public or Business Administration, or related field. Experience used to satisfy the education requirement must be in addition to any other experience required for this position.
  • • A minimum of three years professional experience in a supervisory or managerial capacity in the compliance with affordable housing program guidelines, including the supervision and the development, implementation, and evaluation of employee and training programs; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • • Possession of LIHTC, and/or other affordable Housing Compliance Certifications is required.
  • • Possession of a valid California Real Estate License is desired, but not required.
  • • Must have possession of or the ability to immediately obtain and retain a valid California Driver License and a driving record acceptable to the Authority.

responsibilties: Essential Functions of the Position (include, but not limited to):
Plans, organizes, coordinates, assigns, and supervises the daily activities of staff in the assigned unit; reviews and evaluates work products and methods; identifies and resolves problems; supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

Researches and analyzes new federal and state housing program regulations; works with others in the development of proposed local Authority policies and procedures implementing regulations for review and approval by management staff.

Participates in the development of the Administrative Plan; initiates changes in Authority policies and procedures; implements changes in existing federal and state programs.

HACSC offers an outstanding benefits package which includes:

  • • Upon successful completion of the probationary period, which is a minimum of six months, the Agency contributes a percentage of the employee s monthly salary ranging from 8% the first year to 14% by the fifth year of employment. The employee does not contribute to the plan. In addition, HACSC is in the process of joining Public Employees Retirement System (PERS) with the plan of 2% at 55 and 100% prior service.
  • • The Agency is enrolled in the Public Employees Medical Health Care Act (PEMHCA) and offers Kaiser, Blue Shield Access+ and Anthem Blue Cross PPO. Agency covers the medical premium up to a cap of $1,200.
  • • Agency pays entire premium for dental (Delta Dental) and vision (Vision Service Plan).
  • • Flexible Spending plan, Deferred Compensation plan, Long-Term Disability Insurance, Employee Assistance Program, Life Insurance, Vacation pay, Holiday pay, and Sick pay.
