Title: Manager of Rental Development

Main Objectives:
Allocates federal and state housing credits and originates Rental Production Program loans for multifamily rental development; maintains program policies to remain in forefront of industry trends; serves as a technical assistance resource for developers of affordable rental housing. Develops and implements new rental programs as needed to address statewide needs and utilize available funds.
Education and Experience:
A bachelor s degree from an appropriately accredited institution in architecture, urban planning, public administration, business administration, or related field and at least five years of progressively responsible experience with multifamily mortgage financing programs is required. At least two years of the experience must be in a supervisory position. Experience with underwriting housing projects that includes financing from tax credits, tax exempt bonds, and multifamily mortgage loans is required. An equivalent combination of education and experience will be considered.
Knowledge, Skills, and Abilities:
Thorough knowledge of housing development and financing techniques including project financial analysis and underwriting; knowledge of federal, state, and local housing production programs, program monitoring and evaluation techniques; Intermediate knowledge of Microsoft Word and Excel; basic knowledge of Microsoft PowerPoint and Access; and basic knowledge of e-mail and internet usage is needed. Excellent communication skills including writing and verbal skills; knowledge of management practices in motivating and directing a professional and technical staff.
