Description:
Performs advanced consultative services and technical assistance in the planning, development and implementation of the affordable housing projects to ensure compliance in accordance with applicable federal regulations and policies and procedures. Assists in the evaluation and selection of Affordable Housing Program applications. Utilizes knowledge of local, state and federal laws and regulations relevant to multifamily housing development, commercial real estate lending, Housing Tax Credits and HUD programs to evaluate projects.
Job Responsibilities:
- Participates in the analysis, review and selection of Affordable Housing program applications, submitted twice a year.
- Analyzes complex multi family rental project disbursement to ensure project is viable for funding.
- Performs business plan evaluation, project feasibility analysis, market analysis and other activities. Oversees the review and evaluations performed by other staff.
- Develops and implements effective techniques for improving the administration and efficiency of the multifamily projects, with specific emphasis on the Low Income Housing Tax Credits.
- Provides technical assistance to member institutions, non-profit organizations and community/government leaders, on the features and uses of the Affordable Housing Program.
- Develops and maintains knowledge of local, state and national programs that are involved in affordable housing development; provides assistance and updates policies and procedures to ensure effective administration of the Affordable Housing Program.
- Provides the AHP Manager with updates and status reports on project completion/
modification within assigned territory. Makes recommendations concerning the continue viability.
- Analyzes and reviews project status reports and other information to ensure that projects are in compliance with AHP regulations and departmental policies.
- Develops a working knowledge of the Bank's other products and services, especially those offered by the Community Investment Department.
- Performs other duties as assigned.
Requirements:
- Bachelors Degree in Business, Economics, Public Policy, Urban Planning or Finance.
- Professional housing certification strongly preferred.
- Evidence of a broad range and understanding of housing programs and finance.
- 5 - 8 years experience in the following areas: commercial real estate underwriting and lending; housing development and housing finance.
- Excellent analytical, interpersonal, oral and written communication skills.
- Ability to gather, assemble, correlate and analyze facts; to devise solutions to problems and prepare concise reports.
- Experience with personal computers including spreadsheet, and word processing.
