Job Responsibilities:

  • Conducts financial feasibility analyses and reviews documents associated with disbursement of program funds, and otherwise assists the Manager of Community Investment Services Operations in administering the Bank s affordable housing and community economic development programs.
  • Analyses and reviews documentation associated with disbursement of program funds, project modifications, time limit extensions, and determines compliance with federal regulations and department procedures.
  • Responsible for reviewing, analyzing, and interpreting financial data contained in project proformas, sources and uses statement and development budgets, and makes funding recommendations.
  • Reviews and interprets language in loan closing documents such as promissory notes, closing statements, deeds, etc., that indemnify the Bank and its members against potential losses.
  • Assists with the preparation of program reports for department management.
  • Assists with developing, updating, and maintaining written departmental operating policies and procedures for all programs.
  • Assists with developing and conducting training to educate member institutions and project sponsors about Community Investment Services program disbursement procedures.
  • Provides technical assistance to members and project sponsors regarding disbursement procedures and regulatory requirements.
  • Participates in system elaboration and user acceptance testing for department systems.

Requirements:

  • A Bachelor s degree and three to five years  experience in real estate financial analysis and underwriting, preferably in commercial and construction lending, or the equivalent combination of education and work experience is necessary.
  • Experience in developing project financials, or underwriting affordable housing and community economic development real estate deals is preferred.
  • A thorough understanding of the principles of mortgage finance, strong math skills, and the ability to identify and resolve complex financial problems are essential.
  • Excellent computer skills
  • Basic accounting skills.
  • Strong customer relation skills and good writing and oral presentation skills.
