Instructions: To view the files linked above, you first need to download Google Earth.

Download Google Earth

Once Google Earth has been installed, simply follow these steps to begin viewing NMTC census tracts for the state(s) of your choice:

  1. Click on the map above to download a compressed ZIP folder containing the Google Earth data files for the state selected, or click here to download a data file of non-metropolitan counties. Save the ZIP folder to your computer (the default name of the folder is the state you selected).
  2. Select the ZIP folder that was saved to your computer and extract the files within the folder (generally, right-clicking on the ZIP folder will give you an option to extract all files to a new folder). 
  3. Launch the Google Earth program.
  4. Go to the File menu and select the Open option and browse to the folder you just extracted the Google Earth data files to. Open the data file with the file extension .kml to view the census tracts for that state.

Users can zoom in and out and pan around using the normal Google Earth controls or enter a specific address in the fly to toolbar on the top left of your screen. Also, at the top left of the map is a legend.    

Orange census tracts are qualified under the NMTC program and red census tracts meet one of the top 3 higher distress criteria outlined in the allocation application which include: (i) poverty rates greater than 30 percent; (ii) 60% median family income; and (iii) unemployment rates at least 1.5 times the national average of 5.8% from the 2000 Census.

All census tracts are outlined and have a small  icon at the center. Clicking this icon will pop-up a balloon containing information including: census tract number, poverty rate, median income percentage, unemployment percentage, MSA, population, census tract median family income, MSA median family income, and state median family income.
