HUD's revised AMI and related income limit data were released in March 2007. Novogradac & Company LLP's 2007 White Paper analyzes and forecasts the impacts of changes that resulted from the revised income data. The 2008 edition of the White Paper measures the impact of the changes from 2007 to 2008. While the 2007 White Paper analyses and forecasts are not necessary to an understanding of the findings reported in the 2008 edition, the two editions when combined present the most complete picture of how the issue developed and what the continued effects might be.

The database will provide VLI and AMI comparisons for every MSA in the country, as well as data about the size each area's critical gap and the time Novogradac & Company LLP estimates it will take for the area to recover and for rent and income levels to begin to grow again.
