The redevelopment of the historic Appleton Mills began when Trinity Hamilton Canal Limited Partnership was designated by Lowell, Massachusetts as master developer for 13 acres of land known as the Hamilton Canal District. The restoration was a high priority of the city, the local office of the National Park Service, and the governor’s administration, which designated the Hamilton Canal redevelopment area as a priority Growth District Initiative. The 130-unit project was financed through state and federal historic and low-income housing tax credits that were purchased by MetLife for $42 million dollars, the largest investment the insurer has made since it started investing in affordable-housing tax credits in 1995.
