The site of a former segregated elementary school now offers a variety of services to at-risk and marginalized community members. Supreme Court Justice Thurgood Marshall attended the Highland Garnet School from 1914 until 1921 and the new building honors his legacy, as well as other Civil Rights leaders form the Upton Neighborhood of Baltimore. That neighborhood’s population is 95% minority and there is a poverty rate of 58%. The building served as a school until the 1970s before it was converted to a recreation center and later closed. Thanks to the work headed up by Beloved Community Services Corporation, the Thurgood Marshall Amenity Center will provide education programs, ethics training, community outreach and a speaker series. A total of $3.5 million in federal and state historic tax equity came from Enhanced Capital and U.S. Bank.
