Brief Description of QALICB:

Loma Linda University, in partnership with SAC Health Systems, is spearheading the development of a 150,000 sqft Federally Qualified Health Clinic, San Bernardino Specialty Care Community Clinic, and the Gateway College Health Care Career & Technical Education program (collectively the Project ).  The investment ready Project, designed to meet LEED Certification standards, is located in Downtown in San Bernardino, CA.  
 
The $60MM Project will provide much needed primary care, dental, behavioral health, pediatrics, obstetrics/gynecology, and specialty care services (orthopedics, cardiology, geriatrics).  Education programs are targeted to students within San Bernardino City Unified School District and others within the City of San Bernardino and surrounding areas.  Programs include medical assistant, dental assistant, phlebotomy, medical coder/biller and others.  SAC Health Systems will provide clinical experience for students in these programs, and offer permanent employment to many graduates.  Loma Linda University, the City of San Bernardino, Unified School District, and SAC Health Systems have partnered to provide training to high school teachers to improve knowledge of STEM subjects (science, technology, engineering and math).  The project will also offer community based education in healthy lifestyles, including cooking classes, exercise programs, gardening demonstrations and disease management (diabetes, etc.) programs to the community.  
 
The Project is located in a Medically Underserved Area in a census tract with the 2nd highest unemployment rate in United States (14%) and a poverty rate of 43.5%.   Construction will result in 250+ full time employees and when complete the facility will staff 150 full time employees.  Loma Linda University is working with the San Bernardino County Workforce Development Department in recruiting for these positions.  The University is also working with the San Bernardino City Adult School to recruit students who will be graduating from certified programs.  Nearly 100% of the students at San Bernardino City Adult School are individuals living at, below or far below the federal poverty guidelines. 
 
The San Bernardino City Adult School will provide supportive services on site.  Partnering organizations such as Goodwill Southern California will have a small Career Resource Center on site.  There will also be space allocated for other partnering agencies which will schedule time on a regular basis to provide additional support to patients.  Those partners include:  Women Infant, Children (WIC), Transitional Assistance Department, Helping Hands Pantry, Children and Family Services and others. The Pharmacy will service over 400 patients per day filling over 80,000 patient prescriptions per year with multiple medications per prescription.

But-For Statement:

NMTC's are critical to the success of this project.  The subsidy is needed to achieve a lease rate manageable by SAC Health Systems.  Additionally, without NMTC funding, many of the programs detailed above will need to be scaled back or removed.
