Bill Introduced to Extend LIHTC Housing to Homeless Youth, Veteran Students

Reps. Keith Ellison, D-Minn., and Erik Paulsen, R-Minn., introduced H.R. 1145 last week to allow homeless youths and veterans who are full-time students to qualify for living in a low-income housing tax credit (LIHTC) property. A companion bill, S. 434, was introduced in the Senate by Sen. Al Franken, D-Minn.  The text of the bills are not yet available, but similar legislation introduced in the previous Congress would have exempted individuals who otherwise would be unable to qualify to live in LIHTC units if they were homeless children or youth within seven years of moving into the LIHTC unit. The previous bill also would exempt veterans from the student rule if they are or have been homeless within five years of moving into a LIHTC apartment.
