HUD Invites Comment on Draft Operations Notice for Expanding Moving to Work Program

The U.S. Department of Housing and Urban Development (HUD) will publish in Monday’s Federal Register a notice inviting public comment on the draft operations notice for the expansion of Moving to Work (MTW). MTW is a demonstration program that allows select public housing agencies exemptions from many existing public housing and voucher rules and greater flexibility with using federal funds. The Fiscal Year 2016 Appropriations Act authorized HUD to expand the MTW demonstration program from 39 public housing agencies (PHAs) to an additional 100 PHAs over seven years. The draft operations notice establishes requirements for implementing the MTW demonstration program under the 2016 MTW expansion statute. Comments are due 60 days after publication in the Federal Register.

HUD will also publish in Monday’s Federal Register the MTW demonstration program expansion application, through which HUD will solicit applications for the first cohort of PHAs under the MTW expansion. The due date of the application will be set in the Federal Register notice.
