HUD Publishes Final Rule Removing Barriers for Faith-Based Organizaations

Friday, October 3, 2003 - 1:45AM

The U.S. Department of Housing and Urban Development (HUD) this week published a final rule that revises HUD regulations to remove barriers to the participation of faith-based organizations in certain HUD programs, including Community Development Block Grants (CDBG), Housing Opportunities for Persons With AIDS (HOPWA) and supportive housing. HUD says the purpose of the revisions made by this rule is to ensure that faith-based organizations are able to compete on an equal footing with other organizations for HUD funding. This final rule follows publication of a January 6, 2003, proposed rule and takes into consideration the public comments received on that proposal. Among the significant revisions to the final rule is the clarification that HUD funds may not be used for acquisition, construction or rehabilitation of sanctuaries, chapels or any other rooms that a religious congregation that is a recipient or subrecipient of HUD assistance uses as its principal place of worship.
