HUD Publishes Final Scoring Notice, Administrative Procedures for NSPIRE

Friday, July 7, 2023 - 2:15PM

The U.S. Department of Housing and Urban Development (HUD) published in today’s Federal Register a final scoring notice for the National Standards for the Physical Inspection of Real Estate (NSPIRE), which outlines how HUD will sample and score public housing and multifamily housing properties. HUD also published the implementation of NSPIRE’s administrative procedures. NSPIRE is designed to align and consolidate inspection regulations across multiple HUD programs. The scoring notice includes that deficiencies will be scored based on severity and location and that public housing authorities (PHAs) will receive the fully scored inspection report within 15 days. The administrative procedures include what to expect before, during and after an inspection. HUD previously published the final inspections standards notice for NSPIRE.

The May 16 episode of the Tax Credit Tuesday podcast featured Michael Novogradac discussing NSPIRE and other compliance issues with Novogradac principal and director of multifamily compliance Stephanie Naquin.
