HUD Publishes FMRs for Fiscal Year 2003
The Department of Housing and Urban Development (HUD) this week published fiscal year 2003 fair market rents (FMRs). FMRs are gross rent estimates that include both shelter rent paid by the tenant to the landlord and the cost of tenant-paid utilities, except telephone. According to HUD, FMRs are set both high enough to permit a selection of units in various neighborhoods and low enough to serve as many families as possible. 2003 FMRs became effective October 1, the start of fiscal year 2003.
