HUD White Paper Calls for Greater Flexibility in Section 8 Program

Greater flexibility is needed to improve the Section 8 voucher program, regardless of budget pressures, according to a white paper, “The Flexible Voucher Program: Why A New Approach to Housing Subsidy Is Needed,” published this week by the U.S. Department of Housing and Urban Development (HUD). While recent attention has focused more on cost savings and concerns expressed by Congress and HUD about the spiraling costs of the voucher program, the paper says the program needs reform because the present statutory framework leads to large errors in the distribution of assistance amounts, indefinite support of some assisted households, targeting that may not reflect locally determined needs and priorities, and negative incentives for tenants and lack of focus on transitioning families to self-sufficiency.
