A list of Difficult Development Areas (DDAs) and Qualified Census Tracts (QCTs) for 2003 has been prepared and is awaiting final approval, according to sources at the U.S. Department of Housing and Urban Development (HUD). Projects located in a QCT or DDA can claim greater eligibility for low-income housing tax credits (LIHTC) under § 42 of the Internal Revenue Code. HUD sources say the list has been submitted to HUD Secretary Mel Martinez and once approved, QCT and DDA designations for 2003 will be published in the Federal Register.
