Montana Housing Task Force Draft Recommends State LIHTC Tied to Zoning Reform

A preliminary draft report by the Montana Governor’s Housing Task Force calls for the creation of a state affordable housing tax credit; regulatory reform and investments in workforce development and private-sector home construction. The report will be submitted Oct. 15 to Gov. Greg Gianforte. Among the recommendations in the draft to incentivize affordable housing is a state affordable housing tax credit tied to local zoning reform, so subsidized housing would be built only in areas where local governments address zoning barriers that limit the supply. A second report, with recommended regulatory changes and best practices that could be adopted by state agencies and local governments, is due to the governor Dec. 15. Comments are welcome through an online portal with no deadline.
