Report: Bush Proposal's Impact on LIHTC Unclear

While it is clear that the Bush administration’s proposed exemption of certain corporate dividends from federal taxation would have some impact on low-income housing tax credit (LIHTC) investment, it is still unclear how significant that impact would be, according to a report issued this week by the Mortgage Bankers Association of America (MBA). In an appendix to its report, “Estimated Impact of the Major Components of the Bush Administration’s Growth and Jobs Plan on Housing and the Economy,” MBA examines the numerous factors affecting LIHTC investment and pricing and suggests these factors may be sufficient to mitigate any negative effect of the dividend exclusion proposal.
