REPORT: RHODE ISLAND HTCs HAVE HAD A POSITIVE EFFECT ON JOBS

The Rhode Island Public Expenditure Council (RIPEC) released a report on the costs and benefits of reinstating the Rhode Island Historic Preservation Investment Tax Credit program. RIPEC found that, in general, HTC programs have generated a positive return for states and that reinstating Rhode Island’s HTC, which was eliminated in 2008, could create construction jobs in the state. RIPEC suggests reallocating $26 million in HTCs abandoned under the previous program and then possibly reinstating the program at a level that would not contribute to the state’s structural deficit.
