Senate Appropriations Committee Chairman Richard Shelby, R-Ala., announced Thursday that legislators reached an agreement in principle to approve $19.1 billion in federal assistance to areas hurt by natural disasters, including more than $2.2 billion in community development block grant disaster recovery funds. The funding would go to disaster-affected regions in the Southeast, Midwest, California and Puerto Rico. Shelby said the White House had signed off on the deal, which must be finalized before Congress begins a weeklong recess.
