STUDY FINDS STATE HISTORIC TAX CREDITS BOOST LEVERAGE OF FEDERAL RESOURCES

A study by the Office of the Chief Financial Officer of the District of Columbia found that states with state historic rehabilitation tax credits (HTC) programs generally leverage between $15 million and $35 million more in federal HTC resources than those with no state-level HTC program. The study also found that program design affects a state’s leveraging ability, and that the state HTC program’s subsidy level has the largest correlation with increased certified expenditures.
