Texas Bill Would Label LIHTC Developments, Require Extensive Notification

A bill introduced Monday in the Texas House of Representatives by Rep. Valoree Swanson would require developers of low-income housing tax credit (LIHTC) properties in the state to “conspicuously identify the development as ‘low-income government-subsidized housing’” in communications, as well as to notify all neighborhood groups within 5 miles of a proposed development 90 days before submitting a LIHTC allocation application. HB 1792 would direct the government to consider the negative opinions of neighborhood groups and require an independent study of the development’s anticipated effects on such things as schools, crime rates and governmental revenue.
