Department of Housing and Urban Development News Briefs - September 2020
The U.S. Department of Housing and Urban Development (HUD) published in the July 15 Federal Register a notice implementing the Housing Choice Voucher (HCV) mobility demonstration. The HCV mobility demonstration was authorized by federal appropriations acts for 2019 and 2020 and makes a combined $50 million available for a demonstration program for mobility-related services to families with children. The demonstration encourages families to move to lower-poverty areas, expand access to opportunity areas and evaluates the effectiveness of strategies. The notice defines public housing agency (PHA) eligibility criteria, establishes the application process and explains special rules and requirements applicable to the PHAs that are selected for the demonstration. Applications will be due Oct. 13.
HUD July 31 released two notices detailing how to access funding for the HCV program that was provided in the Coronavirus Aid, Relief and Economic Security (CARES) Act. PIH Notice 2020-17 addresses $400 million in housing assistance payment funding for the HCV program, including eligibility and shortfall funding. PIH Notice 2020-18 addresses the $850 million for additional administrative fee funding, including eligible uses.
