Guest Speaker: Ann M. Finnegan

Director NDC

Ann M. Finnegan has spent a career delivering innovative, impactful small business lending and development financing.  A director of The National Development Council (NDC) for more than 20 years before her nine years as a commercial and small business lender with a rural upstate New York community bank, Ms. Finnegan delivered and/or facilitated hundreds of millions of both public and private sector financing dollars for priority and job-creating projects in some of the nation’s most economically challenged urban and rural areas.  While with NDC, she was part of the team responsible for the licensing, start-up, capitalization, CDFI certification, and operations of NDC’s Grow America Fund (GAF, one of the nation’s few SBA-licensed small business lending companies) and remained its president for more than a decade.   As a commercial lender in the Greater Hudson Valley, Ms. Finnegan created and managed the bank’s USDA and SBA government-guaranteed lending programs, innovative private enterprise as well as nonprofit financing resources for developers and businesses throughout the region. Since rejoining NDC in 2019, Ms. Finnegan has worked in a TA capacity with a number of NDC communities and continues to develop innovative products and solutions for NDC’s small business lending program and second CDFI, the Community Impact Loan Fund. Ms. Finnegan holds a master’s degree from SUNY Albany and an undergraduate business degree from Siena College.  She is treasurer on the boards of the Hudson Valley Agribusiness Development Corporation as well as the Hudson Hall community and arts center.  She also serves on the loan committees of the Community Loan Fund of the Capital District and the Capital District Micro-Loan program.
