
Richard M. Larsen, CPA
Richard M. Larsen is a partner in the Toms River, New Jersey, office of Novogradac. Mr. Larsen is a 1989 graduate of Long Island University, C.W. Post Campus, where he earned a bachelor’s degree in accounting. His area of focus is the affordable housing industry, with a particular expertise in auditing public housing authorities and their affiliate entities. Mr. Larsen’s experience includes assisting public housing authorities with submitting their annual financial statements to the U.S. Department of Housing and Urban Development’s (HUD’s) Real Estate Assessment Center and implementing various HUD programs, including the Rental Assistance Demonstration (RAD) program, Move-to-Work program and Asset Management. Mr. Larsen also services clients who participate in the Low-Income Housing Tax Credit program as well as numerous HUD multifamily housing programs. Mr. Larsen is the co-chairman of Novogradac’s annual RAD Conference; a frequent speaker on the RAD program and author of Novogradac’s Rental Assistance Demonstration Handbook. He is a member of the New Jersey Chapter of the National Association of Housing and Redevelopment Officials and the New Jersey Association of Housing and Redevelopment Authorities.
