The Office of the Comptroller of the Currency and Federal Deposit Insurance Corporation will publish their joint notice of proposed rulemaking for updated Community Reinvestment Act (CRA) regulations in Thursday’s Federal Register. The proposed CRA regulations were made public Dec. 12, 2019.

The Office of the Comptroller of the Currency last week released a list of Community Reinvestment Act performance evaluations made public in December. Of 24 evaluations made public, 16 were satisfactory and eight were outstanding. The list contains national banks, federal savings associations and insured federal branches of foreign banks.

The OCC was joined by the Federal Deposit Insurance Corporation, which is one of three federal regulators that oversee the CRA. The Federal Reserve Board of Governors did not sign on.

Joseph Otting, the Comptroller of the Currency, this week sent a letter to Sen. Sherrod Brown, D-Ohio, on Brown’s previous letter concerning Community Reinvestment Act (CRA) modernization. Otting’s letter focused on the process of revisiting CRA rules, but also agreed with Brown’s concern about using a ratio of CRA financing to a bank’s size to determine CRA ratings. Otting also indicated that a notice of proposed rulemaking will come soon.

Twenty-nine members of Congress last week sent a letter to the heads of the three agencies that oversee the Community Reinvestment Act (CRA), urging them to work with civil rights groups and community groups while updating the CRA. The letter was sent to the heads of the Federal Reserve (Fed), Office of the Comptroller of the Currency (OCC) and the Federal Deposit Insurance Corporation (FDIC).

Of 35 evaluations made public, 21 are satisfactory, 13 are outstanding and one is rated as needs to improve. The Office of the Comptroller of the Currency (OCC) today released its schedule of Community Reinvestment Act (CRA) evaluations for the fourth quarter of 2019 and the first quarter of 2020. The OCC encourages public comment on the national banks and federal savings associations that are scheduled for evaluation, with comments submitted to the institutions themselves.

The U.S. Senate voted 67-28 Thursday to pass a two-year, $2.7 trillion discretionary budget agreement, sending the legislation to President Donald Trump, who is expected to sign it. The budget deal, which was passed last week by the House of Representatives, would suspend the federal debt ceiling until July 31, 2021, and contains no provisions to extend expired or expiring tax provisions.

The Office of the Comptroller of the Currency this week issued a bulletin including guidelines for requesting a designation as a wholesale or limited-purpose bank for Community Reinvestment Act (CRA) purposes. OCC Bulletin 2019-40 applies to national banks, federal savings associations and federal branches of banking organizations subject to the CRA.
