Sec. 201 extends through 2008: (1) the tax credit for electricity produced from certain renewable resources; (2) the tax credit for holders of clean renewable energy bonds; (3) the tax deduction for energy efficient commercial buildings; (4) the tax credit for new energy efficient homes; (5) the tax credit for residential energy efficient property; (6) the energy tax credit; and (7) special excise tax rates for qualified methanol and ethanol fuel.

Title XIII features Energy Policy Tax Incentives. Amends the Internal Revenue Code to extend until 2008 the eligibility of certain renewable energy facilities (i.e., wind, closed and open-loop biomass, geothermal energy, small irrigation power, landfill gas, and trash combustion facilities) for the tax credit for producing electricity from renewable resources. Increases from five to 10 years the credit period for renewable energy facilities placed in service after the enactment of this Act. Adds hydropower and Indian coal as qualifying energy resources for purposes of the tax credit.
