Novogradac Section 108 Loan Guarantee Program Recording
The Section 108 Loan Guarantee Program is one of HUD’s key sources of community and economic development financing, often catalyzing private economic activity in underserved areas or filling critical gaps in community development projects. Since 1974, as the loan component of the Community Development Block Grant (CDBG) Program, Section 108 has been a useful source of low-cost financing for local governments and states to address multiple challenges faced by communities with partner entities due to Section 108’s flexibility in uses, layering ability, structure, and terms. HUD’s Section 108 team will provide an overview of the program, major financial and programmatic requirements, the process of combining with LIHTCs and NMTCs as examples, and important legal considerations.
